Humidor humididty problems

Well I thought I had seasoned my friends 200ct humidor until I went over to his house the other day and it was only reading at 55%. I bought 2 tubes of beads each with 2oz of beads to hold the humidity at 65% and it was doing that when I turned the humidor over to him 2 days earlier. I seasoned the humidor by setting a small bowl of distilled water in it until it came up to 65% slowly over the course of a week. Why now even with the beads in it will it not hold its humidity. I thought the beads were ready to go right away and didn't need any charging? He doesn't have any cigars in it right now, could this be the problem?
