Take The Paper Out

Do you take the paper out of the tin that is pressed on top of the tobacco? Not the wrinkled paper, but the flat paper. I figured it was there to help keep the tobacco in place, but wasn't sure what the consensus does.

(Why do I feel like I'm asking if I take the cello off? Is this one of those kinds of questions? Sorry if it is )
