I've got it. I love Mark Knopfler. Ragpicker's Dream is good, but I like all his stuff, solo or with Dire Straits. I like the previous one a little better (Sailing to Philadelphia.) That is one of my all time favorite albums. But this new one is growing on me. I would give it 4 out of 5 stars. There are few people who can bend the strings of a guitar like Mark Knopfler.

The soundtrack from Local Hero is GREAT. He is one of my favorites. Wild West End from Dire Straits I is one of my favorite songs. I guess it is his voice as much as his guitar playing.

Yup, what others have said. Philly is better. I'd give Ragpickers 3-1/2, but I could see most giving it 3 or even 2-1/2 stars if you don't care for Knopfler much.
