"The gound cannot..." is a phrase uttered alot by announcers and adopted by fans. I'd never really thought about it before, but this year, I wondered about what they were talking about. Turns out, there is no rule anywhere that states that.

The rule is that you can't fumble after you are down. that's all. when you are tackled to the ground and it comes out when as/after you hit the ground, you are down, so no fumble.

I'm pretty sure that that rule is the same as it's been for a really long time, so I was thinking that this is not one of the rule "changes" that could be criticized along with other recent modifications.
