I haven't read any interviews as to why he chose that approach for Reality either. He does like to "paint himself into a corner" and see what comes out of it. So I wouldn't be surprised if that's just how the album turned out. I did read somewhere that Bring Me The Disco King was worked to be released on Black Tie White Noise, then Earthling but was never released on those albums. I guess it would be fairly common for an artist to have songs that don't fit creatively on to a particular album and get held back.
