You can CLICK HERE right on the FDA's website.
Cigar Rights of America likely has something, too, including a petition and form letters, but looking just now, I couldn't find it.

Try IPCPR. I know they have petitions and letters. Click on either the take action or legislative tabs.
I'd like to be optimistic, but it isn't in my nature. Edit: less than a minute after I posted this, I had the IPCPR press release in my email.
