Rock steady at 59%

I have an older oak humidor that holds around 50 cigars (stuffed) and I am having probs getting the RH up to the sixties. I have seasoned it twice, performed the flashlight seal test and used various humidifiers including my latest 65% beads. I have about 30 or so cigars in there with a calebresi (florist foam with 50/50) and a pretty good amount of 65% beads in the bottom and still she holds at 59%. Yes, I have salt tested the hygrometer, I have another smaller humidor that is always spot on 65% but this one still eludes the perfect number . I will be truthful and tell you I just put the beads in a couple days ago and have been sneaking peeks a couple times a day so maybe a little more sleep time is needed without me interfering, any suggs?
