Take a pinch in your fingers and squeeze. If it crumbles into dust, it's too dry. If it rolls into a ball of dough, it's too wet. When you squeeze it, it should compact and then bounce back somewhat. The great thing about pipe tobacco is if it gets too dry, spread some out on a cookie sheet and mist it with a little distilled water. Let it rest a bit and check to see if it's too wet.
