Not if done correctly. Scissors like Guillotines need to be sharp and you must make it a quick stroke.
Also, if you apply blade pressure, hold it and give the gar an ever so slight turn then the blade begins to cut the wrapper and then the "quick stroke" --- works on guillotines also.....
