Dedicated cigar smokers won't be shut out just because one state blocks purchase or ownership. Look at the black market cuban sales. there will be hundreds, maybe thousands of people funneling locally bought cigars to anyone who will pay. Once again, taxation and banning, if done on a local basis, will result in hurting the government more than it will the victims, at least to a certain extent.
