Beads won't stay steady

I have probably a pound and a half of 65% beads in my 70qt coolerdor broken up into 4 sacks with 2 on the bottom and 2 on the top. I just reacharged the two on the top, as the upper hygro was reading a little lower than the lower htygro and the hygro's are now already reading 64%, Even if the temp goes up it still stays at 64%. I just don't understand why even after recharging the beads I'm now already a little low. I know that 1% is no big deal and it's how the cigars smoke that is important but I'm a little anal when it comes to this, I mean I bought 65% beads I want my cooler at 65%. Any thoughts or just recharge again.
