At what point do you consider a new humidor defective?

I'm starting to think my new humidor has a bad seal and would like your advice on when to give up and return it. It's one of the IDC-type Chinese imports that are all over the market. I got it about a week ago, lightly wiped down the interior cedar with distilled water three days in row (I've since seen that some people recommend not doing that, but I was following the seller's instructions). I filled the included humidifier, put in a shot glass of distilled water, and am using a digital hygrometer. After each time wiping the interior, the humidity got to around 50% but soon dropped to around 40% and hasn't gone above since the last wipe-down. If this continues, at what point should I return it?
