They are playing for their coaches to get hired into the big conferences and to fill out the mid and low level bowl games. Purdue played Central Michigan twice a year for 3 seasons (regular and at the Little Caesars Pizza Detroit Bowl).
Should there be another level? Probably should be but someone has not figured out how to make more money doing it yet.
