First off - Of you have put dry cigars into your humidor or if your humidor was not properly seasoned, you may expect the humidity to take awhile to get up to its final equilibration point.
Secondly, I assume you are using a 50/50 PG solution to wet your foam. It may be that too much water has evaporated out of the solution. You can try adding a little distilled water to the foam. Lastly, I would ask if you have calibrated your hygrometer. It is not at all uncommon for them to be reading high or low by a few % (or even more than a few %). A salt test is the easiest way to accomplish this. Details are given in several locations here at CW. If you do this test, I highly recommend you do it in a well sealed glass jar. Plastic containers or lids are too permeable to humidity to be reliable for the test. While the best RH is somewhat of a personal preference, I think you'll find that most cigars will smoke best when equilibrated at close to 65%RH. Wetter than this and they don't burn evenly or get hot/mushy while smoking and don't produce as much smoke. Too dry and they get harsh and lose taste...
