Is it all brands or only a few?
Here are a few possible thoughts. Maybe March is merely macanudo month. They may offer 40% discount rates to the retailers once a year, in the form of a payment for all recorded retail sales that are reported to them. So, if the retailers get a big rebate on all sales for the month of march, well, they're going to promote them to death.
Possibly Mac Month involves paying premium advertising rates, buying larger ads, and adding other promotions in. General may have a dozen or more possible ways of encouraging retailers.
Maybe after fifty years they are going to update the paper goods. New boxes, new bands, a good reason to clear out as much stock as possible. There can't be much worse than having millions of dollars worth of stock in a warehouse when the product is updated. Sort of like when Gus Puttmann Ford sells his cars for 50% off of MSRP as soon as August is here.
