One thing is for sure. It they suddenly became a free market they would get more money for the leaf. They would have more money to open new fields and fertilize them. From everything I've read since farmers can sell excess agriculture on the open market it's much more profitable to grow crops. Tobacco still goes to the collective. I have no idea how much they could produce but if properly managed I'm sure they could grow far better and far more tobacco.
