Don't feel bad; I have the same problem with my bar fridgeador. Top hold 65% while the bottom wants to stay at 68-69%, regardless of how I disperse my beads. Also have a 4" PC fan which cycles on for 3 minutes every 3 hours for air circulation.
Just can't get it even- it's frustrating.

I've got beads on the bottom AND top. Can never have too many beads.

Also, about once a month or so, I roll the sticks over to make sure the RH is evenly distributed throughout the individual cigars.

My fridge is only about 4ft^3, with 1lb. of beads split between 4 containers for maximum surface area. Many of my smokes are loose/bundles/samplers, so I get old cigar boxes and cut slots into the bottom so they can breathe (removing almost 50% of the bottom wood material)
What else can a person do? (ideas!? )
