If they were capitalist (as am I) why would they care about quality, I would foresee them mass producing (heck, Altidas has already done this to some extent). Plus, domestic makers would suddenly introduce their new blends with Cuban tobacco trying to create the next marketing gimmick like box pressed cigars, large ring gauges, etc.

One thing is for sure. It they suddenly became a free market they would get more money for the leaf. They would have more money to open new fields and fertilize them. From everything I've read since farmers can sell excess agriculture on the open market it's much more profitable to grow crops. Tobacco still goes to the collective. I have no idea how much they could produce but if properly managed I'm sure they could grow far better and far more tobacco.
