Can the Humidity be too low?

I just started my new 150qt. cooler and I have 1lb of 65% media. The last couple of days the humidity has not climbed over 60%.
Is this OK to keep my cigars at a lower humidity, around 55% - 58%.
Or is there something that needs to be done to raise the humidity level?
I've added a shotglass full of distilled water to each container and still no luck
