I might as well just start buying all Cubans

I have not bought cigars since last year. Well, it's time to fill up and, to my surprise, I am now being charged 8% sales tax by both Holt's and JR. It sucks. I didn't place my orders as I need to reconsider my purchases. I'm almost tempted to have my brother in VA place the order and have it shipped to me. I wonder if that would work, or if it's based on the shipping address and not the billing address? 8% doesn't sound like much, but when you are ordering $250 in cigars it starts to add up. I might as well just buy Cubans. No taxes.
