On the surface, the goal is to "prohibit the sale of tobacco products through the Internet or other indirect means to individuals under the age of 18, and for other purposes." What it means, though, is more restrictions on us, our way of life, and our hobby/passion. I urge you to please read about it and write to your congressman to voice your opinion.
