I like how Abita does this. They did something similar with Restoration Ale after Katrina.

Supposed to help Alabama and Mississippi restoration: Alcohol content is too high to be sold in MS. And apparently AL does NOT allow the sale of quarts, and it only comes in quart bottles. Abita tried, but those states can't purchase it to help themselves.
Dumb-ass states. Beer is not too bad. I prefer the Abbey over the Restoration, Andygator, and the katrina stuff. Quarts in the $5.00 range.

Hoppy and high alcohol? Sounds like an IPA to me.
I've been drinking some Abita lately but haven't seen the SOS yet.
