It is kind of hard to answer your question without more information. First thing, do you have a properly calibrated hygroemter? Even if it is digital, I suggest you calibrate it using the salt test to make sure you are getting a fair reading.

Is the humidity consistently low throughout the box, or only in certain areas? You might need a circulation fan or an electric humidifier like the cigar oasis to move some air.

Is it a glass front or top humidor? Is the glass sealed well? Does the door seal well? Do you have a bowl of distilled water inside to help humidify the wood?

The number of cigars shouldn't make a difference,. I would only worry if you were overfilling it, rather than having too few in there.
