Making A Cigar

When a manufacturer makes a cigar does he use the exact same tobacco throughout the whole cigar. The reason I ask is I have read alot of reviews where the reviewer say," About half way thriugh the cigar I noticed a hint of vanilla," or some other taste. Is this cause because another leaf has been put in at this point or what? Just curious.
