On Wine coolers.......
Do they only do cooling, or will they bump up the temp if needed as well?
ie., if you set it at 70 degrees, and the room it was in was at 60 degrees, would it keep the temp constant at 70? |

If your insided temperature is abnormally cold or you have your cooler outside, then technically it'd try and heat up to the setpoint temp.
There are those car thermoelectric plug in coolers that also will keep things warm, maybe that is what you are thinking about.

Don't know 'why' you asked but I wouldn't be concerned if your cigars get too cold. Afterall, there are times when some have had to freeze theirs. Mine do just fine at anywhere from 60-64 degrees in my Haier WC.
