John is right. Nobody who is in the business at that level can mistake that for bloom. As he said, the presence on the band, where bloom wouldn't form, proves it. The guy is almost certainly a liar.

I'm still at a loss to understand how one got so darned wet that it managed to get so foul. That thing looked like it had been dipped in water and sealed in the tube. Never, ever, have I seen mold on a band.

If you took the tube in with you, I suspect that after he finished wiping it off, it went back into the tube and back on the shelf.
