Pros, help a brother out.

I'm having some classic pipe-noob issues. After reading voluminously, both this forum and many others, I've decided to ask for some direct advice on a few issues. I'd be very appreciative of your responses, even if it seems repetitive of information that's commonly available. I have not neglected my due diligence.

Here's my situation: I'm smoking both English styles in various blends and aromatics. I have tobacco in all different states of humidity; from dry to goopy (I'm not trying to smoke the goopy in its current state). I pack according to the insructions from the sticky at the top of this forum. I light with a soft flame cheap-ass bic and have also tried matches. I have a Nording briar, a couple of good meers, and a Dr. Grabow briar. Across all of these demographics I have the following problems.

1) Cannot get even light. Tobacco tunnels and edges remain unburnt.

2) Not able to smoke through entire bowl. I get about half way down with many relights and the remainder seems unwilling to light and very harsh (not bitey, just nasty).

I also have to questions that don't seem to be addressed clearly in what I've read.

A) What is the hight of a tamped bowl of tobacco when packing is complete? Should it be flush with the top of the bowl? If not, how far down in the bowl should it be recessed?

B) How long should it take to fully light the pipe (not including the pre-lighting charring tamping ritual)? I seem to need an extra long time to get as close to a full light as I have been able to achieve.
