Proper levels of moisture content for ideal cigar storage/ aging have been learned over time, by trial and error. People now feel somewhere between 60- 75% rh is ideal, depending on which "expert" you subscribe to. Personally, I think 73% is too high, but I'm no expert. I like around 65% for the flavor of the cigar, the way it burns, etc. I've noticed the flavor does subtley change between 65-70%.
Tobacco leaves out of the ground are no longer living, therefore they're not going to try to maintain any particular moisture level. They will react to the ambient humidity.
