Turning an unfinished basement into a wine cellar?

The finacee and I have been looking at houses. There aren't a whole lot in the area (flood plain, in places) with basements. But I was curious if an unfinished basement can be turned into a wine (or beer or cigar) cellar without too much work. Do they normally keep a pretty constant temperature or do they flucuate wildly? Take in mind, I live in central Indiana.
