I still don't believe that they will ever put prime raw tobacco on the market
Honestly, we in the forbidden zone will still be an insignificant market. As it is now, they are free to deal cigars or raw tobacco worldwide but so far as I know they dont.
What I expect would be a lot of 'Cuban' low quality cigars aimed at the American market, maybe even $2 backwoods clones, all grown, processed, made labeled packaged and sold by the monopoly.
I just don't see any possible benefit that the makers of Cuban cigars would gain by giving general cigars an opening to create genuine Cuban blends that would be serious competition.
All assuming that the government will ever relinquish control of raw leaf. There are other agricultural products and such that can be exploited for cash flow. Rum, for example, is going to be sold as a finished product.
