Question about overwet Climmax beads

What is the effect on the beads if they are too wet? If the humidity is low (say 60 or less) wouldn't the beads release this extra moisture into the air to bring the humidity up?

I'm currently having the problem with one of my humidors that I'm using climaxx beads in. It's a 150 count and I have 1/4 lb of beads in it. The beads have been in there for more than a month and the humidity doesn't seem to want to climb above 60. The hydrometer is correct and I've put it in my other humi just to make sure.

Any suggestions? I've added extra water to the beads and wonder if the beads are too wet to work.
