This still can be a killer. Imagine a 40 cent increase on a Dutch Master or Phillies cigar. Remember that machine made cigars are the bulk of cigar sales and it allows General and Altadis to fund their premium business. Taxes on large cigars are going up 10x...that is insane. We can only hope the republicans can hope to reduce this.

Max Baucus had said he was going to pass an SCHIP extension this year without any tax increases and then wait for the Obama health care plan. Maybe that will still happen.

This forty cents, who would be paying this? Is this a pre-consumtion tax or is this what we would be paying per stick as we buy them?

Its an excise tax, so presumably its charged to the producer or seller, not the consumer. Of course, taxes on sellers or producers, for the most part, are passed on to the purchaser.

This is the kind of thinking that gets us to where we are now with SCHIP. Moving in the right direction would be no increase in the toabacco taxes and having everyone in the country paying for what benefits everyone instead of a small minority paying the freight for everyone.
