well i wouldn't take the wrapper off the cigar unless you are a highly skilled cigar roller and can put it back on. Now if you mean the cellophane packaging on many cigars then you just asked the question of the millenium. Cello on or off is the most frequently asked question in the cigar world and one that has no conclusive answer. I would suggest doing a search on the topic if you are interested in reading some of the debate this topic has brought up. Personally I leave them on since I find it offers some protection to the wrappers beyond that I don't know.

It doesn't matter....whatever you like to do is fine

Do a search on this subject, here and elsewhere, when you have about 7 1/2 hours to kill.

Conclusion:

It doesn't matter...whatever you like to do is fine

Although I would take it off before I smoke it...

Half off.

Cut the bottom off of the cello. Leave the top part on to cover the cap et al.

Or do the opposite.

Or alternate methods.

It is, however, critical to remove the cello prior to smoking.

All depends.... on how much weather-stripping you use
