difference in RH

I have a 300 count humidor in which I use the 65% beads, why does the bottom of my humidor where I keep the beads at reads 65% while the top portion of my humi, where the trays are located reads 70% humidity. I used the same hygrometer, two days at the bottom held 65%, another two days at the top trays held 70%. The hygrometer was salt tested by the way. Why is there a difference in humidity from the bottom of my humi to the top portion?
