Another humidity issue!!

I have a 150 ct. humidor that I keep almost completely filled. It has a tray on top and I keep the 65% beads on the bottom and my hygrometer/thermometer on the tray. The humidity on the bottom is usually 67% and top 65%. A few of the cigars on top feel pretty hard to me. The last 4 or 5 (both from top and bottom) have smoked fine, but again feel slightly hard. Should I take out the tray so to have only one level of cigars? Or is something else the matter?

The seal on the humidor seems to be just fine. Thanks.
