Had a great time in Negril (Grand Lido) last year. Lots of snorkling, smoking, and drinking.
If you go to Negril there's a little touristy mall called Times Square. In it there are 2 cigar shops, one has fakes and the other had authentic smokes. I believe the name of the legit shop was Cigar World, but if you go into one and see the glass topped Cohiba's, you're probably in the wrong one.

We had a fantastic time. We stayed pretty much on the resort and yes, it was an all inclusive which I enjoyed. No need to carry money for anything at all.
The prices in the shop that carry the legit ISOM's were fairly silly, but since I was on vacation I didn't worry too much about it.
