Low Humidity with Beads

I've got a small decent quality Humidor. Recently bought a tube of the Beads to control Humidity - 65%. Also went out and bought a couple of the Cheap Digital hygrometers from Walmart, I also built a quick Tupperdor for work, also with the beads.
Anyway, the humidity of the humidor will never get past 60%. Used the Salt test to check the new Hygrometers, got confusing results, so I returned them, and bought a better one. Salt test again, and got 73%, not perfect but close. My Humidor is still at 58%.
Been going through this for a few weeks now, so I have been patient with it. I cant imagine the Humidor leaking so badly. Is it possible the Beads are not putting out as much Humidity as they should? I've got them at around 70% clear right now.
Should I just put a cup of water in the Humi for now to try and raise it?
