What makes a vintage cigar a vintage cigar?

I read the Castro interview in CA and he stated that tobacco was easier to grow more consistently (then I think, grapes for wine). Recently I've seen postings referring to vintage years. Are aged cigars simply vintage by virtue of being old or are some years better than others? If its a vintage year is it vintage for all growing areas or specific to a region? Is there a specific set of climatic factors that contribute to a good vintage of tobacco crop?
