Welcome - lot of good advice here !

If you are at 65% w/beads, and you let the cigars rest, you should be fine.

You mentioned you had a cheap cutter....You definitely could be cracking the wrapper with a dull cutter.

I recommend a Palio cutter. I tried a couple of cutters, and found that this was quality cutter that I could consistently get a good cut. For me, the design helps cut right on the 'shoulder' of the cigar.
