Fairly New Humidor - stuck humidity - WTF?!?

So I got a 150 count humidor from BargainHumidors. Good humi, passes the "lid drop/flashlight test" spanish cedar....yada, yada, yada....

I conditioned it with a few shot glasses of water by themselves for a week, RH went up to 75%.

Inserted the humidifier, left for a week, then placed about 15 stogies in

The humidifier is the Green Foam (2" X 6" X 3/4") and was pre-charged.

I've used distilled water, have a calibrated hygrometer ( 2 of them) and they read the same thing.

My problem is that I can't get the RH to get above 65% for 3 weeks now. I've made sure the humidifier is almost full, and even put some 50/50 solution in.

The temp is hovering between 70 and 73.

Now I know most of you are striving for 65 % but I've already tried one of the cigars and it was ass-nasty. What can I do here to get the RH to rise??
