Help Identify an old Pipe/Cigar Piece?

This is an antique piece owned by a friend's dad. I snapped a couple pictures and told him I would see what I could find out about it, because he didn't have a clue.

Would like to know era, potential value, etc. Hope you can help! Thanks.

20s-30s smoking stand. Pretty deluxe! Value? I'm not an expert on value, but my guess is Maybe $200-300. Maybe more to the right person.

If the lighter and lights work, and it is complete, no broken glass, $200 is a steal. I have seen some as high as $450.

Thanks fellas, really appreciate it. The lighter does actually work, I witnessed it last weekend. The only thing missing are the lids to the storage (?) area there on top.

The round one in front is likely an ashtray. It would have had a swivel top to dump ashes into the container.
