This simply means they are treating premium cigars differently. The deeming rules that almost went into effect would have treated cigars, cigarettes and vaping all the same. They backed off on vaping as well.

I envision, a hundred years from now, long after smoking has all but been abolished, a president will come to power, roll back the idiocy, and use the same words King Edward VII once did . . . "Gentlemen, you may smoke."
