Boveda Packets

I just recieved a Boveda 65% packet from a vendor as part of an order. I assumed it would be sort of stiff, like those humipacks in Fuente boxes. This one is squishy, like it is full of water. The packet is still sealed in the plastic wrap, but you can poke it and tell it is full of liquid.

Those of you who use these things (I was going to put it in an otterbox), are they supposed to be squishy like they are full of water?
