Tex, Bialetti makes a Moka Pot for about $100 that is advertised as being good for making cappucinos.
OK, that being said, we have one for the camping trailer - no way I'm lugging Silvia along for camping trips - and I'll tell you, it does a good job for what it was designed to do but its not like a cap from a pump-driven machine. And a cap might not be milky enough for you. So my advice is to bite the bullet and look for a nice pump driven espresso machine. You'll also need a grinder. It may be over your budget but you can't be but so penny-wise pound foolish here - vassmoker, the gentleman from the greatest state in the Union, is right on so far as prices - and the drinks you make will be superb. Folks I work with say that the drinks I make with Silvia and a Cunill grinder are five times better than what they get at the boutique coffee shops here at work and which they pay about $5 for... You can get SOMEWHAT of a price break by checking places like 1st Line, wholelattelove, etc and seeing if they have closeouts, returns... I have also seen great buys on craigslist. Last week, a nice little Gaggia was going for $50. At least, it LOOKED nice....
