Humidor not seasoning?

Hey all. I got one of those Montecristo humidors through J&R this month. I bought one of those seasoning bags from Boveda. I let it sit for 10 days like it said, but the humidity was only around 65%. I went ahead and put in my ciagrs and beads but have been monitoring the humidity daily (glass top). Well, it wouldn't stay still, one time it would be at 66%, the next at 61%. So last night I took all of the ciagrs out and put in a cup with ddistilled water and left the claibrated hygrometer in to montior it. It stil fluctuating between 64% and 66% right now. Shouldn't it get up to about 70% when it's ready? Could the humidor not be sealing properly? Thanks, I am a newb (as you can see from the post count).
