Many times toward the end of the bowl, the dottle (remaining unburned tobacco), is rather wet and almost impossible to light. By removing the ash, you can better see what you are trying to burn. If it's a soggy mess ... better to just dump it out.

However, you might find you have burned all the tobacco. In this event, relighting will do no good.
