Very easy instrument to learn. Get one in key of G or C and also get a holder that goes around your neck. If you drive a lot, you can practice in your car.

The only drawback is for accompaniment to another instrument or playing with others is that they are made for a specific key. You can play cross harp in another key, 2nd position, for G it'd be C and for C it'd be F. Cross harp lets gives you the wailing/bending Blues harp sound.

Get a Hohner blues band to start, <$10. It's a nice budget one that will stay in key for a good time. It's a diatonic harp meaning only for a specific key. Diatonic harps are the shorter 10 hole harps. The Marine Band and Special 20 are higher end ones. Marine has a wood comb and can be taken apart. They are still less than $20 each.

They sell those play harmonica kits, which should also be a good starter idea. You get a book, used to be cassette (hopefully CD now), and a budget Harp (a Blues Band I think). Tons of resources on the internet though these days to get a harp and figure out how to play yourself.
