It depends on what you're calling "ice beer". The traditional approach in Germany, which was fairly rare, was to brew a very strong lager (a doppelbock) and then freeze the beer sufficiently to pull off some ice. This had the effect of reducing the water content and hence raising the alcohol content. There is no reason you couldn't do this with any beer, regardless of whether it was top-fermented or bottom-fermented, because it's actually done with the beer, post fermentation. In fact, Deschutes Brewery here in Oregon had someone steal a keg, which was then abandoned in a nearby field because the thieves got tired of carrying it. It was in the middle of a cold spell and the beer froze in the keg. Strictly for personal experimentation (since it would have been illegal to sell it), the brewers pulled off the beer before it had a chance to thaw out. I hear it was realllly good, and it was definitely an ale.
