spoke to a friend, howard gross. Howard is part of the South East team for Cigars for Warriors.
I'm told that they're allowed to collect from individuals and still send cigars.
Companies could, theoretically, sell cigars at a loss/at cost to an individual who then donated them.

So - there are ways to get it delivered!

Cigars for Warriors=great people
I'm pretty sure they did this to kill the trade show, but unintended consequences.
Congress has been getting "signatures" of co-sponsors for what seems like years? And still, nothing done.....

Send the cigars and mark the box as Tootsie rolls or Slim Jims. When they idiot postal service Luddites x-ray it, it looks like the above.

Send other candy or sausages to make it look even better.

Just be sure you double-bag everything. Garlic and cigars are not friends.

It's been way too long since I've posted on CW.
I am the Director of Operations for Cigars for Warriors.
I receive all the donations requests and with the help of my family we create and ship out the Care Packages.
around 700,000 Cigars we have shipped to Combat Troops.
With the current FDA Regs Manufactures cannot donate to us unless the Bill gets approved to reverse this restriction.
Donations are down drastically.
Folks can donate to http://cigarsforwarriors.org/donation-options/
