Pipe tobacco is best smoked "a little" on the dry side. Take a pinch of tobacco between your fingers and squeeze together. If it crunches and breaks up ... it's too dry. If it remains in a clump ... it's too wet.
Sounds like your moisture level should be in between the Skandinavik and the house blend. As far as tongue burn/bite ... this is usually caused by excess moisture (which turns to steam) or acedic pH (from Virginia tobaccos). I think the Skandinavik blends are mostly Burley / mild Virginias with some added flavorings. It may just be your particular mouth chemisty does not agree with the Skandinavik.
